An idealized time-dependent model for strong Langmuir turbulence is considered. The turbulence is generated in a single event, degraded to white noise by mode coupling, and subsides, as white noise, down to a level at which wave-particle resonances can occur. The model accounts qualitatively for typical spectra of electron tails observed in solar flares. The efficiency with which nonthermal tails are generated in the turbulent regions is estimated to be high (greater than 10%), as required by observations.
