The distribution of the number of galactic sources N(S) of intensity equal to or brighter than S is discussed. Populations in model spiral arms do not predict the observed distribution. A survey selection effect that depends on source variability is suggested in order to degrade the theoretical slopes to the observed value d log N/d log S approximately equal to -0.4.
