Data on primary cosmic rays in the energy range of 10 to the 15th to 10 to the 19th eV acquired at the MGU and Iakutsk facilities are examined. The data indicate that cosmic rays with energies of up to 10 to the 17th eV have an intragalactic origin. The energy dependence of the anisotropy coefficient and the measured absolute particle flux indicate that primary cosmic rays in the energy range of 10 to the 17th to 10 to the 19th eV probably have a metagalactic origin. It is noted that new sources and new acceleration mechanisms are necessary to explain the existence of particles in the energy range of 10 to the 19th to 10 to the 20th eV.
