The organizational structure of the IHW and the observing programs planned for the 1986 perihelion pass of Halley's comet are reviewed and illustrated with diagrams, maps, and tables. Consideration is given to astrometry, IR spectroscopy and radiometry, large-scale phenomena, characterization of the internal region of the nucleus, photometry and polarimetry, radio observations, spectroscopy and spectrophotometry, amateur observations, already collected data, the Giotto and Vega space missions, the visibility of the comet in the Northern Hemisphere, and the successful test of the IHW programs during the appearance of comet Crommelin in March 1984.
