Results of a 21 cm neutral hydrogen survey carried out in a region of the galactic disk known as the Puppis Window, utilizing the National Radio Astronomy Observatory 43 m radio telescope and extending from galactic longitudes 239 degrees to 251 degrees and from galactic latitudes -9 degrees to +3 degrees, every 0.2 degrees in l and b, are presented. Estimates of shell size, density, and mass are determined for HI shells and filaments, which indicate the turbulent nature of the interstellar medium, even in the more distant portions of the outer Galaxy. The possible association of one such HI shell with the pulsar PSRO740-28 is noted. Correlations of HI features with optical spiral tracers are examined, and the implications regarding the possible spiral structure in this quadrant of the Galaxy are discussed. In addition, it is found that gas-to-dust ratios determined along lines-of-sight to five distant optical features agree with gas-to-dust ratios for globular clusters, which indicates a uniform Galaxy-wide gas-to-dust ratio. Total HI integrated brightness levels are calculated and presented for the entire region surveyed.
