A surface density of gas layers in outer regions of disk galaxies is in
many cases approximately equal to its marginal value for a gravitational
instability. This value is determined by the kinematical parameters of
the rotating disk of galaxies. Hence, the evolution of gas density on
the periphery of many galaxies has practically ceased.
