Observations in the IV (1.05 microns) and V (5500 A) wave bands are presented for 13 Cepheids in the SMC, 14 in the LMC, and nine in groups and clusters in our Galaxy having periods between 2 and 87 days. The IV magnitudes of Cepheids are used in conjunction with periods to construct a period-luminosity (P-L) relation in the SMC, the LMC, and the Galaxy. It is found that the slope of the relation is similar in the three galaxies (-3.14). The dispersion of the relation is small and nearly equal to + or - 0.15 mag. Through the absolutely calibrated relation in our Galaxy, distance moduli of 19.11 + or - 0.07 and 18.82 + or - 0.07 for the SMC and the LMC, respectively, based on a distance modulus of 3.29 for the Hyades are obtained.
