The applicability of statistical fluctuations as an explanation for the structure of the universe is discussed within the framework of inflationary universe models. Consideration is given to: the effects of fluctuations on the scale of 10 to the 17th solar mass on observational limits to microwave background anisotropies; the time evolution of fluctuations in the models of Friedmann and Zel'dovich (1972); and adiabatic perturbations. The theoretical equations of the models are modified with respect to the statistical fluctuations, and the results are discussed in detail.
