The paper considers energetically optimal impulse-thrust transfers in the central field near a planet. The initial state is determined by the distance to the center of gravity, and by the radial and transversal velocity components. At the end of the transfer an elliptical orbit with the given area and energy constants is to be obtained. The present distance from the spacecraft to the center is bounded above and below, the transfer time being unspecified. The paper gives a classification of the orbits and the transfers. By analysing the necessary optimality conditions there have been obtained all the optimal solutions for the case when the osculating orbit corresponding to the initial data intersects the outer boundary of the permissible ring.
