Measurements of VLF and ELF noise emission at the conjugate observatories at Sogra and Kerguelen are compared with the corresponding measurements made onboard Intercosmos 3 while passing across the Sogra-Kerguelen meridian. The results of the comparison are used to study the role of the ionosphere in the formation of low-frequency emissions at the earth's surface.
