Instability of Jupiter's radiation belts to the excitation of whistler waves at cyclotron resonance is studied. It is shown that for the experimentally observed dumb-bell-shaped distributions of energetic electrons the instability is possible in three spectral bands. One is below the relativistic gyrofrequency, ωB/γ. The other two are centred round the half of the nonrelativistic gyrofrequency (ωB/2).
