Solar-cosmic-ray (SCR) energy spectra near the sun and in earth orbit as well as the transport of relativistic protons in interplanetary space during the solar proton event of February 16, 1984 are investigated by means of a numerical solution to the inverse cosmic-ray propagation problem. The pitch-angle distribution of SCRs near the sun is determined. On the basis of particle, X-ray, and radio observations, it is concluded that the SCR source is probably located on the visible disk or just behind the limb, not in a region far beyond the limb.
