A theoretical analysis shows that interstellar gas in nebulae around
quasars is thermally unstable and that it breaks down into two phases:
cold (T = 10,000 K) dense clouds and hot (100-million K) rarefied media.
The density, radius, and mass of the clouds formed as a result of the
thermal instability are evaluated.
