The main properties of the thermal emission of interstellar dust are summarized. Then a review of the most recent submillimeter surveys is given with special emphasis on a detailed comparison of data obtained at the same wavelength. The main theoretical problem is the origin of the unresolved component detected from the near infra-red up to 1 mm. The two models proposed so far: a really diffuse source associated with the low density ionized medium or the sum of extended sources associated with giant-molecular clouds- HII regions complexes are discussed and the data used to try to distinguish between these two models.
