The most probable profile of a large-amplitude perturbation in the early universe will depend on the parameters describing the spatial spectrum of the stochastic field of inhomogeneities. Criteria are obtained such that the accretion of matter and the decay of strong fluctuations will significantly influence the development of the primordial black hole mass spectrum.
