I describe the C II* technique to measure star formation rates (SFRs) in DLAs. The gas heating rate is naturally explained by the grain photoelectric heating mechanism. The implied SFRs per unit area (comoving volume) are similar to those in the Galaxy (LBGs). I predict the presence of a two-phase medium in which C II* absorption arises in the CNM. The absence of 21 cm absorption in high-z DLAs is due to low N(H I) rather than high spin temperature.
