The paper examines the integral observables (i.e., the intensity of the background radiation due to unresolved sources and its cell-to-cell fluctuations) that constrain a source distribution function below the resolution limit, as they correspond to the distribution's first and second moments. It is shown how these quantities are affected by the instrumental transmission, and it is found that these effects vary qualitatively with the survey depth. It is suggested that such fluctuation studies may be of particular importance at the current stage of X-ray astronomy in solving the problem of the origin of the not-less-than 2 keV background. The use of such studies in the reformulation of the confusion limit are also discussed.
