We propose to search the HST WFPC2 archive for galaxies whose redshifts are likely to be in the range 0.2 lt z lt 1.0 in order to define a complete sample for spectroscopy using the Hobby-Eberly Telescope {HET}. Spectroscopy will be used to measure the internal kinematics of these galaxies. These data will be combined with the HST surface-photometry to study the evolution of galaxy mass-to-light ratios {M/L} by the changes with redshift of the Tully-Fisher relation for spirals. An independent assessment of evolution will be made via the Tolman surface-brightness test. HST images are critical for target selection and quantitative measurement of inclination, position angle, surface-brightness, and galaxy type. The spectroscopic program represents a major research effort with the HET starting in the coming year; we anticipate allocating 150 hours per year of HET time to this project. In this proposal we request support for the sample selection and definition from archive data alone.
