Recently, startling spectra of high redshift galaxies {z 3} have been obtained by a number of different groups. These data, although taken in the visible, sample the intrinsic far- ultraviolet region, and the spectrograms exhibit the characteristic signatures of O-stars. Comparisons have already been made with nearby starburst galaxies in attempts to understand both their stellar populations and metallicities. Clearly, this will become a very vigorous and important area of research. Activity will be fuelled by projects such as the Hubble Deep Field, and presumably similar future HST programs, and by the arrival of new large telescopes {such as Keck II, the VLT, HET, GEMINI, etc}. However, there is a real danger that progress in the observation of these galaxies will outstrip our ability to interpret the data. Quite simply, we do not have the tools to reliably model the spectra of either these high redshift galaxies or `normal' starburst galaxies; we do not have adequate UV spectral libraries at metallicities lower than solar nor do we fully understand the fundamentals of massive star evolution as a function of metallicity. We therefore propose to obtain a comprehensive homogeneous spectral library of hot stars in the Small Magellanic Cloud using HST and the enhanced capabilities offered by STIS. The data from this survey, of importance in many areas of astrophysics, will immediately be made public as no proprietary period is requested.
