Recent intensive IUE monitoring of NGC 4151 and other AGN reveal rapid aperiodic variations down to the shortest time scales yet probed { 80 min}, strongly correlated throughout the UV and X-ray with no detectable interband lag. We propose to continuously monitor UV continuum variations in NGC 3516 for 3 days while it is in the CVZ {16-20 February 1998}. NGC 3516 is the only bright Seyfert 1 with a continuous HST viewing window, and the resulting short time scale coverage {with sampling every 2 min} will be vastly superior to any previous UV AGN monitoring campaign. This sampling rate corresponds to a light-crossing size of only 1 R_S for a 10^7 M_odot black hole, permitting a number of previously unfeasible investigations: {1} Characterization of the UV variability properties of an AGN on very short time scales, allowing the first comparison with the large database of EXOSAT long looks; {2} Cross-correlation of continuum variations within UV bands; and {3} Cross-correlation of the UV with simultaneous XTE data. Detection of a lag would indicate reprocessing, and the direction would determine the primary component by causality arguments, while failure to measure a lag would suggest that a single component was responsible. Other science goals include deep spectra of the ENLR, looking for ``graininess" of the CIV profile, and parallel NICMOS grism and WFPC2 deep integrations.
