Cherenkov effect and ionization losses are considered as causes of distortions of the power-law distribution function of relativistic electrons in the region of low energies in turbulent plasma reactor. Limitations on energetic interval of the power-law distribution function are determined. The curvature signs of the distortions are estimated. Possibility of interpretation of peculiarities in the radiation spectra of the cosmic radio sources in the decimetric wave-length region is discussed.
