Nonlinear mechanisms of wave conversion in open nonequibibrium systems with energy flow dissipation into the radiation are discussed. It is shown that the amplification of electromagnetic waves is possible in such systems. Nonrelativistic plasma with a collisional dissipation is considered. The properties of relativistic electronpositron plasma in the strong magnetic field when the dissipation is connected with the synchrotron radiative losses are analyzed.
