Spontaneous reconnection occurring in the earth's magnetotail is discussed. It is shown that the shear flow in the plasmasheet boundary layer and in the plasma mantle as well as mirror type pressure anisotropy can increase the growth rate and the region of unstable wave numbers of the ion tearing mode instability in the plasmasheet region. The typical growth time for the ion tearing instability in the presence of shear flows is found to be as short as 2 minutes. Hence a rapid reconnection in the near earth plasmasheet would occur leading to the onset of the substorm.
