Attention is given to the distribution of electron density nonuniformities which are responsible for pulsar radio-emission scattering. Analysis of the observed and calculated dependences of pulsar pulse scattering in a statistically nonuniform medium did not reveal the correlation which is expected to exist between the mean and the rms value of electron density. It is suggested that hot ionized plasma is responsible for the scattering properties of the diffuse interstellar medium.
