This paper reports the results of a pre-Phase A mission study performed by SAIC upon the recommendations of the participants of a NASA-sponsored workshop to assess the scientific value and likely feasibility of a Jupiter Polar Orbiter (JPO) mission. The inner Jovian system contains the solar system's most intriguing collection of phenomena and processes relating to planetary and satellite science. With polar orbits designed to minimize radiation exposure, and with improvements in radiation hardening, missions to mine Jupiter's wealth of information are shown to be possible. While either a high-perijove design, which emphasizes Io and plasma torus science, or a low-perijove design, which emphasizes Jupiter science, have sufficient merit to justify a high-priority Galileo follow-on mission, a hybrid design which combines both would yield the greatest return and have far broader support.
