We propose to complete the redshift acquisition for the Behind The Plane Survey of IRAS galaxies. When combined with the completed PSCz survey, this will give a quantitative 3D map of the Universe consisting of 16400 galaxies covering 93% of the sky to a depth of 15,000km/s. We believe it will form the definitive survey for predicting the acceleration on the Local Group and dynamics of the Local Universe.
