The authors suggest that gravitationally bound systems may be characterized by a set of actions hbar(s) given by the equation hbar(s)= hbars/6(2π GH02/c5)(s-6)/6 where s is a characteristic scale parameter (restricted to integer or 1/2-integer values, with 0 ≤ s ≤ 6); c, the speed of light; hbar, the ordinary Planck's constant/2π; G, the Newtonian gravitational constant; and H0, the Hubble parameter evaluated at the present cosmic time (= t0).
