A next generation atmospheric Cherenkov observatory is described which is based upon the Whipple Observatory 10m gamma-ray telescope. An array of imaging air Cherenkov telescopes will be deployed to give both maximum versatility and good sensitivity in the 50 GeV to 50 TeV energy band. The VERITAS array will provide crucial information on the SNR/cosmic ray connection and expand the catalogue of AGNs in this very high energy (VHE) band. This VHE observatory will effectively complement GLAST well into the next millennium.
