The high-velocity structures observed in interstellar H2O maser emission spectra may result from the interaction between Langmuir plasmons and maser radiation propagated through excited plasma. The pertinent equations are expressed in terms of the characteristic plasma parameters, electron density and temperature. An observational test is proposed.
