We report on BATSE observations of GRB 990123 and compare the gamma-ray behavior of this burst to the prompt optical detections. During the burst, the optical and gamma-ray intensities varied in an uncorrelated manner. This might be due to spectral evolution, particularly since this GRB exhibited unusually pronounced spectral evolution. However, the two bands are uncorrelated even considering the gamma-ray spectral evolution: extrapolations of fits to the gamma-ray spectra do not match the reported optical magnitudes. We conclude that the prompt gamma-ray emission and the prompt optical emission are separate components.
