It is shown that an account of selection effects, which are possibly connected with the triggering conditions of gamma-ray burst (GRB) registration, Cthr estimates, and other factors, leads to deviations from the 3/2 law in the uniformly distributed sample of GRB. Formulas are suggested which give a good fit for the observed samples of GRB obtained by the KONUS and Burst Transient Source Experiment (BATSE) experiments. Geminga is proposed as a source for bursts, established by monitoring observations in the optical, X-ray, and soft gamma-ray regions. Hard radiation from several GRB could result from pulsar-like emission of the postburst oscillating magnetized neutron star.
