An account is given of a scenario for a manned mission to Mars and back to Earth. The innovative aspect of the strategy is that the Mars bound astronauts do not have to bring oxygen and propellant with them for the return journey. Instead, a vehicle would be sent to Mars in advance of the people. This vehicle would manufacture fuel and oxygen from chemicals in the Martian atmosphere, and would return the astronauts to Earth. The envisioned Mars base consists of the return spacecraft, a piloted habitat and laboratory, a surface rover and a greenhouse.
