The motion of a test particle around an oblate planet is described in the context of the epicyclic theory to second order in deviations from a circular equatorial orbit. A new set of epicyclic elements is introduced which makes the epicyclic solution analogous to the elliptic one. Corrections to the frequencies of the motion are computed which are important in computing some weak dynamic effects, such as the epsilon ring. Perturbation equations of the epicyclic elements are derived.
