It is shown that scattering of electromagnetic waves by Langmuir waves taking into account the electrical drift motion of the particles is the most efficient nonlinear process contributing to a radio pulsar’s spectrum. If an inertial interval exists, stationary spectra with spectral indices of -1.5 or -1 can be formed, depending on the wave excitation mechanism. The obtained spectra are in satisfactory agreement with observational data.
