We have complemented our numerical simulations presented in a previous paper, dealing with the oblique collision of a large high velocity cloud on the galactic disk, in order to give a more quantitative evaluation on the characteristics of the region where a large scale phase transition of the interstellar medium (ISM) takes place as a consequence of the impact. The apparition of bound complexes from gravitational instabilities in the affected region is examined, and characteristic lengths and growth timescales are derived, taking into account the galactic differential rotation and the large scale magnetic field. The physical evolution of the shocked galactic ISM is shown to be substantially influenced by the frozed-in magnetic field. We have focused our discussion on the possibility that this mechanism could account for the origin of the Gould Belt. This has been suggested by other authors and developed in our previous paper. We find that the tentative identification of observed features with the predictions of our model, as well as estimates on sizes of bound complexes and total mass, and the general morphology of the Belt, support this hypothesis for its origin.
