Cosmological models with decaying neutrinos are analyzed. Estimates of relic background radiation fluctuations, correlation function, galaxies' peculiar velocities, mass and decay time of neutrinos are given. The set of observational data is properly explained by the models with a two-component neutrino of mass 60 - 70 eV or four-component neutrino of mass 30 - 35 eV. The age of the Universe for these models is (10 - 11)×109yr and the neutrino decay time 109yr. Models with positive cosmological constant have essential difficulties with the explanation of the slope of the correlation function of galaxies.
