Improved bounds on the energy density of the infrared background are obtained by using the results of observations of diffuse intracluster radio emission, radio polarization measurements, and the results of a recent analysis of HEAO-1 hard X-ray measurements of the cluster of galaxies A 2319. If represented as a Planckian radiation field, the energy density cannot exceed 0.05, 0.15 and 0.35 eV cm-3 at 1, 10, 100 μm, respectively.
