We present the first results from a proper-motion survey based on COSMOS scans of 48-inch Schmidt plates, taken at two epochs separated by 20-30 yr. The present paper combines scans of plates of a field centred on the North Galactic Pole (SA57). The photographic material consists of copies of the first Palomar sky survey plates (epoch 1955.3) and BVI plates taken using the Palomar Oschin Schmidt in 1976 March. In this paper we describe the methods used to determine proper motions and test the accuracy of our results, both for internal consistency and against independent surveys. We find that our data are accurate to better than ˜10 mas yr-1 for stars brighter than V 18, with the uncertainties increasing to ˜20 mas yr-1 at V> 19.5.
