Near-infrared polarimetry of 3C 223.1, a radio galaxy for which optical spectropolarimetry shows only unpolarized starlight, is reported. There is a large K-band flux excess and a high polarization perpendicular to the radio structure axis. Evidence is presented or cited that eight narrow-line radio galaxies are obscured radio quasars or broad-line radio galaxies with radio axes near the sky plane. This suggests that the Seyfert 1/2 unification is applicable to a significant number of radio-loud objects and is a viable means of resolving the statistical problems with the relativistic beaming model for superluminal motion.
