A catalog of positions and proper motions for 44 428 stars in the magnitude range 4-10 and lying within 16 degs of the ecliptic (but only north of declination - 30 degs) has been produced. Positions with a mean epoch of about 1980 and internal precisions of + or - 0.15 arcmin were obtained from plates taken with the USNO twin 20 cm astrograph. Positions were also obtained for epoch circa 1930 by remeasuring the Yale plates in this zone, and these were used to calculate proper motions.
