The work presented in this thesis encompasses a wide range of effort in the field of mid-infrared astronomy and may be divided into three distinct parts. The first part describes the design of an infrared array camera for high-background, ground-based, astronomical imaging in the mid-infrared spectral region from 5 to 27 microns. In addition to details of the design, procedures for observations in a high-background environment are also presented. The second part of the thesis presents observations made with the camera directed towards the study of the class of infrared luminous galaxies first clearly identified by the Infrared Astronomical Satellite (IRAS). In particular, observations and analysis are presented of the interacting galaxy pair NGC3690/IC694 and the nearby spiral galaxy NGC253. The third part of this thesis presents new methods in the field of "Bayesian Image Reconstruction". Though logically independent of the first two parts of this thesis, the work in this area was spurred by the desire to remove the point-spread -function (PSF) "blurring" from the images obtained with the mid-infrared camera in order to improve image resolution.
