The role of effects in the interplanetary plasma that may lead to a dispersion relation between the velocity of scintillation time-spectrum harmonics and frequency is examined. It is shown that the observed velocity dispersion is caused by spatial scatter in the velocities along the line of sight and that the interplanetary scintillation pattern is essentially 'eolian' (i.e., the velocity is unsteady but the shape and size of interplanetary-plasma inhomogeneities are conserved). It is noted that the dispersion method of scintillation analysis may be used to study the spatial structure of motions in the interplanetary medium.
