The evolution of the spectrum of particles subjected to stochastic second-order Fermi acceleration is studied, and an explicit solution of the differential equation controlling the particle population is presented in a closed form. The solution exhibits a very fascinating property in that the spectrum progressively flattens toward a power law in energy. This solution is used to study the evolution of the nonthermal radio spectrum of Cassiopeia A, and it is shown that the spectrum and its secular decay are well explained by the present model
