A survey of the spectra of transition-metal ions in oxide lattices is given. It is shown that electronic transitions of ions in defective sites in interstellar grain material have oscillator strengths that are two to three orders of magnitude larger than they are in 'perfect' crystals. With this enhancement, the abundance of ions such as Cr(3+), Mn(4+), and Ni(2+) is sufficient to account for most of the diffuse interstellar features. The sharper diffuse features could therefore be due to field-independent transitions in transition-metal ions in MgO. Data provided by Herbig (1975) are used to show that three very sharp interstellar features coincide in wavelength with 4 A 2 2 E transitions of Cr(3+) and Mn(4+) in MgO. A further sharp line may arise in an electronic transition of a defect center in MgO.
