The assumption is made that high-energy (at least 10 to the 18th eV) cosmic-ray particles are charged dust grains of intergalactic origin. It is suggested that dust grains may attain relativistic energy if magnetic fields are present in intergalactic space and that graphite dust grains with radii of 30 to 300 nm have the best chance to achieve relativistic energies as high as 10 to the 20th eV or more with a Lorentz factor of approximately 1000. A two-stage acceleration mechanism that requires the existence of a magnetic field is proposed whereby dust grains first acquire suprathermal energy by the Fermi mechanism and then attain relativistic energy by the Alfven magnetic-pumping mechanism, yielding primary high-energy cosmic-ray particles.
