We develop the Arnowitt-Deser-Misner (ADM) formalism for cylindrical, nonstationary, and topologically nontrivial solutions of the Einstein-Maxwell-Higgs (EMH) equations with a view toward studying the gravitational radiation produced by cosmic-string oscillations. Imposing suitable coordinate and gauge conditions we show how the constraint equations and the equations determining the lapse and shift can all be solved explicitly and the field equations thereby reduced to pure evolution equations for the independent dynamical degrees of freedom of the system.
