A new Hamiltonian formulation of weak-field general relativity, based on canonical variables completely analogous to the electric and magnetic field strengths of Maxwell theory is presented. This formulation displays with particular clarity the duality invariance of weak-field general relativity. The generator of these duality symmetries is computed, and a new conserved quantity associated with weak gravitational fields is thereby arrived at.
