Japan has been committed to promoting space development exclusively for peaceful uses. The priorities for space development, especially in the U.S. and Russia in the post-Cold War era, have been shifting away from projects designed to promote national prestige to those aimed at converting military space technologies to civil uses, while at the same time developing advanced space technologies for the future and addressing global environmental problems, with an emphasis being placed on enhancing the competitiveness of domestic industries and accelerating international cooperation. We can say that space development is now being promoted toward more desirable objectives. Since space is borderless and endless, it is naturally desired that its development is perpetually conducted for the benefit of mankind beyond national boundaries through international cooperation. We have studied and considered desirable philosophy and significance of space development from the above viewpoints, taking account of current worldwide trends in space development.
