The technical aspects and the astronomical performance of a new 21-cm spectral line interferometer that is now operational at Arecibo Observatory are described. The effective gain of the interferometer is 1 K/Jy. The cross-power spectrum can be measured over 256 channels in each circular polarization. The interferometer has a fringe spacing of about 4 arsec at the 21-cm line of H I. At such high spatial resolution, almost all galactic H I emission is resolved, even in the galactic plane. For all these reasons, this interferometer is ideally suited for 21-cm absorption spectroscopy of galactic H I. As an example of the data, some interferometric and corresponding single-dish absorption spectra toward high-latitude, extragalactic radio sources with flux densities varying from 1 to 7 Jy are presented. Numerical estimates are made the extent to which single-dish absorption spectra suffer from variations in H I emission at high latitudes.
