We have undertaken an extensive large scale CCD survey of the globular clusters in the entire area of M31 using the KPNO 0.9m. During this survey, we have found about 1,000 new globular cluster (GC) candidates in M31, as well as confirming previous GC candidates (and finding some non-GCs in previous lists). Last September we obtained spectra of about 500 candidates using the WIYN+Hydra, confirming spectroscopically about 100 new globular clusters. Here we propose to use WIYN/HYDRA to obtain the metallicity and radial velocity of the remaining 500 of our new globular cluster(GC) candidates with T_1< 20 mag (V< 20.5 mag) in M31. The proposed spectroscopic observations, combined with our Washington photometric data, will provide definite confirmation of the nature of the new GC candidates, and finally provide the most up-to-date and complete sample of M31 GCs, extending the faint end of the GC luminosity function from the current value of V ~ 18-19 mag to V ~ 20.5 mag. %(~ T_1 + 0.5). The resulting data will be used to investigate the metallicity and radial velocity distribution of the M31 GCs. The kinematics data for a large sample of globular clusters in M31 provide critical information on the age difference between the metal-rich and the metal-poor globular clusters in the halo of M31, and finally on the evolution of these two groups, which are also powerful probes of the formation of M31 itself.
